The New York City Taxi and Limousine Commission (TLC) has modified its Owner Must Drive Rules to allow a Medallion owner to designate, under an Independent Medallion Driver Option, an Independent Medallion Driver (IMD) for a one-year period beginning January 1 of each calendar year. Under current rules, the designation form MUST be submitted to the TLC by November 1 of the current year for the upcoming year (for example, a designation for Calendar Year 2014 must be submitted to the TLC no later than November 1, 2013).


The TLC will now allow an eligible Medallion Owner to file an application to designate an Independent Medallion Designated Driver at any time during a calendar year for that same calendar year.

Please note that only once the application has been reviewed and approved will the shifts driven by the IMD count towards the Owner Must Drive required minimum shifts. Therefore the shifts will count from the application approval date (not the filing date) until the end of the calendar year in which the application was submitted. Those that want their Independent Medallion Drivers to start exactly on January 1 for a given calendar year are urged to still submit their applications by November 1 of the previous calendar year. At this time, all other filing requirements remain the same.

For example: An IMD application form is submitted on March 10 and is approved on March 20. All shifts driven by the IMD on or after March 20 will count toward the required minimum shifts for the calendar year, in addition to any shifts previously driven by the owner themselves.

Failure to complete the process in its entirety will result in the request being denied.
