On December 13, 2012, the Taxi and Limousine Commission (TLC) passed rules to continue the in-car credit card payment and other features of the Taxi Passenger Enhancement Program (TPEP). To prevent unlicensed and potentially unsafe activity, these rules require TPEP Providers to prevent a driver from logging into a TPEP and Taximeter in the following situations:
1. When a driver does not have a valid and active hack license (§75-25(b)(1)(i)).
2. When a driver has not completed the proper Accessibility Training and tries to operate a Wheelchair Accessible Vehicle (§75-25(l)(2)).
TLC publishes updated lists of all active and trained drivers every day except Sunday at or about 3:00 p.m. Once they receive the lists, TPEP Providers will prevent any driver that does not have a valid and active hack license, or the proper Accessibility Training if the driver is operating a Wheelchair Accessible Vehicle, from logging into the TPEP system until the driver appears on the appropriate active lists.
